Bulls-Eye 1-2-3 Primer is an all purpose, high-performance primer for interior and exterior residential, commercial and industrial applications. Use under or over any paint to improve hide, coverage and get the right color in less coats. Blocks tough stains and seals smelly odors. Primer creates a flat/matte bright white finish.
Interior/exterior use on new or previously painted drywall, concrete, wood, masonry, metal and glossy or difficult surfaces
Water-based formula seals uniformly and will stick to surface without sanding
Dries to the touch in 35 minutes, ready to topcoat in 1 hour and covers up between 87-112 sq. ft. per quart
Has excellent stain blocking resistance and can be used with any oil or latex topcoat
One coat hide saves time and money by improving hide and coverage of topcoats
Can be applied in temperatures as low as 35 degrees Fahrenheit

I ordered at Amazon for convenience and laughed out loud when the shipment arrived, as received three small cans rather than the three larger I had expected. The error was entirely mine for not reading the description more carefully, and I should’ve known the price was too good for gallon cans. Although the cans were dented and had clearly taken a beating during shipping, they had not leaked. I used in a home garage fix-up project and it worked perfectly. Minimal chemical odor, dried quickly and evenly.

Perfect for the project
We wanted a durable primer for an exterior fuel oil tank. This worked very well! It went on smoothly and dried quickly. Very easy to apply and clean up was a breeze!

Easy to Use
Easy to apply. Applied to concrete that had old oil based paint that was partially missing. Some of the concrete was bare and some had old mastic that was smooth after I scraped it. Low sheen. Does dry in 30 mins. I applied a second coat as this is a patio room floor. Allowing a day to dry before applying the paint.
